外籍“高精尖缺”人才认定标准

试点工作的通知》。

据了解，广州将在《外国人来华工作分类标准（试行）》基础上，分别按照《广州市外籍“高精尖”人才认定标准（试行）》和《广州市外籍“急需紧缺”人才岗位目录（试行）》，进一步扩充外国高端人才（A类）和外国专业人才（B类）的认定范围。

的标准是什么？

Recently, Guangzhou Municipal Science and Technology Bureau published a notice about identifying high-end and professional foreign talent.

一、外国高端人才（A类）

外国高端人才（A类）认定标准由《国家外国专家局人力资源社会保障部外交部公安部关于全面实施外国人来华工作许可制度的通知》（外专发〔2017〕40号）“外国人来华工作分类标准（试行）”的A类认定标准调整为《广州市外籍“高精尖”人才认定标准（试行）》（详见附件，其中涂黑部分为调整内容），符合条件的外国人确定为A类。

比如，

省部级及以上科学技术奖、专利奖的获得者

曾任国内外高水平大学、科研机构中层以上管理职务或聘为教授（研究员）、副教授（副研究员）的

曾在国际海事组织高层管理职位任职的

平均工资收入不低于本地区上年度全口径城镇单位就业人员平均工资收入6倍的外籍人才

国内百强投资机构创办人、合伙人

创新创业人才、经有关部门推荐人才

According to the notice, high-end foreign talent (category A) includes scientists, leading science and technology (S&T) talent, international entrepreneurs, special talent, and other foreign high-end talent urgently needed for China"s economic and social development.

Foreign talent meeting one of the following conditions (uninclusive) will be identified as high-end (category A):

1. The winner of S&T and patent award at provincial or ministerial level or above

2. Professor (researcher) or associate professor (associate researchers) of high-level university at home and abroad or with middle-level or above management position in science institutions

3. Former high-level leaders of international maritime organizations

二、外国专业人才（B类）

外国专业人才（B类）认定标准在《国家外国专家局人力资源社会保障部外交部公安部关于全面实施外国人来华工作许可制度的通知》（外专发〔2017〕40号）“外国人来华工作分类标准（试行）”B类认定标准的基础上增加《广州市外籍“急需紧缺”人才岗位目录（试行）》（详见附件），符合条件的外国人确定为B类。

外国专业人才（B类）须符合外国人来华工作指导目录和岗位需求，属于中国经济社会事业发展急需的外国专业人才，比如：

持有国际通用职业技能资格证书或急需紧缺的技能型人才

外国语言教学人员。外国语言教学人员原则上应从事其母语国母语教学，并取得大学学士及以上学位且具有2年以上语言教育工作经历。其中，取得教育类、语言类或师范类学士及以上学位的，或取得所在国教师资格证书或取得符合要求的国际语言教学证书的，可免除工作经历要求

平均工资收入不低于本地区上年度社会平均工资收入4倍的外籍人才

同时，符合广州市外籍“急需紧缺”人才岗位要求的外国专业人才也可以认定为B类，比如大数据开发工程师、自动驾驶系统工程师等，涉及的行业包括新一代信息技术、智能装备与机器人、轨道交通、新能源与节能环保等。

Foreign professional talent (category B) includes foreign professionals who meet the requirements of the Guiding Catalog and Positions for Foreigners Working in China, fulfilling the urgent demands of China"s economic and social development.

Foreign talent meeting one of the following conditions(uninclusive) will be added to foreign professional talent (category B):

1. Foreign talent with senior managerial or technical positions of the top 500 Chinese enterprises, unicorn enterprises, and little giant enterprises (identified by the provincial economy and information technology bureau,) and key research centers (identified by the relative bureaus)

2. The specialist who meets the condition on the Catalogue of Industries for Encouraging Foreign Investment

3. Foreign talent whose wage is six times or higher than the local citizen"s average wage last year

三、其他外国人员（C类）的认定标准不变。

四、外国人来华工作许可的办理方式、流程等不变。

五、广州市积极将外籍“高精尖缺”人才纳入地方人才服务保障体系，提供相关便利措施。
